Res. 139 and H. doc. 108-94 (2003) is found in Serial Set volume 14829.  This document is formatted as a question & answer booklet about the United States government structure with an emphasis on how the government operates.  It has been done every so often by the order of the Joint Committee on Printing and is a good overview of the electoral process.
